COMMERCIAL ITEM DESCRIPTION

SURGE SUPPRESSOR, TRANSIENT VOLTAGE
(120 VOLT, 60 HERTZ, SINGLE PHASE, 15 AMPERE)
DIRECT PLUG-IN AND CORD-CONNECTED TYPES

The General Services Administration has authorized the use of this commercial
item description for all federal agencies.

1. SCOPE

1.1 Scope. This commercial item description (CID) covers the requirements for 120 volt, 60 Hz, single phase, 15 ampere, cord connected and direct plug-in, transient voltage surge suppressors.

1.2 Intended use. Surge suppressors covered by this CID are intended to protect electronic equipment from transient voltage surges in indoor facilities with a neutral earthed at the service entrance.

2. CLASSIFICATION

2.1 Classification. Surge suppressors shall be of the following types, classes, modes, sizes, and grades. The type, class, mode, size, and grade to be furnished shall be as specified (see 7.3).

2.2 Type.
Type I - Cord connected
Type III - Cord connected with telephone/fax protection
Type III - Direct plug-in
Type IV - Direct plug-in with telephone/fax protection

2.3 Class.
Class 1 - 330 volt Suppressed Voltage Rating
Class 2 - 400 volt Suppressed Voltage Rating
Class 3 - 500 volt Suppressed Voltage Rating

3. SALIENT CHARACTERISTICS

3.1 General requirements. The surge suppressor shall be rated at 120 volts, 15 amperes, 60 Hz. The surge suppressor shall be UL Listed as a Transient Voltage Surge Suppressor to UL 1449, Second Edition or later. The surge suppressor shall be adjunct tested by UL for Classification in accordance with IEEE C62.41-1991 per section 3.2 herein. The surge suppressor shall have a minimum endurance rating of 1000 surges. If required, the endurance rating shall be greater than 1000 surges as specified (see 7.2). The surge suppressor shall incorporate an EMI filter. Types II and IV shall include a telephone/fax secondary protector for communication circuits. Surge suppressors with telephone/fax protection shall accept 6-position plug connectors as described in Title 47, Part 68.500, Subpart F of the Code of Federal Regulations. When specified (see 7.2), surge suppressors with telephone/fax protection shall accept 8-position plug connectors as described in Title 47, Part 68.500, Subpart F of the Code of Federal Regulations. The receptacles and attachment plug shall be of the NEMA 5-15 configuration. Types I and II surge suppressors shall be equipped with a 15 ampere circuit breaker and an on/off switch or an on/off switch that combines a 15 ampere circuit breaker within the switch. When specified (see 7.2), the surge suppressor shall be equipped with a light to indicate when a failure has occurred in the surge protection circuitry. Unless otherwise specified (see 7.2), types I and II surge suppressors shall have a cord length external to the enclosure of between 5.5 feet and 6 feet. Unless otherwise specified (see 7.2), the maximum enclosure dimensions of types I and II shall be 14 inches by 6 inches by 5 inches. Unless otherwise specified (see 7.2), the maximum enclosure dimensions of types III and IV shall be 9.25 inches by 4.25 inches by 2.5 inches. When specified (see 7.2), the surge suppressor enclosure shall comply with the requirements for the 94-5V flame class in UL 94 or the End-Product Flame Test, Flammability - 5 inch (127 mm) Flame, in UL 746C. The surge suppressor shall be capable of operating at a range of temperatures from 4 to 40 degrees Celsius.

3.2 Performance. Surge suppressors shall be subjected to combination wave test surges described in Table 4 of IEEE C62.41-1991. Grade A suppressors shall be subjected to 6 kV and 3 kA test surges; Grade B suppressors shall be subjected to 4 kV and 2 kA test surges; and Grade C suppressors shall be subjected to 2 kV and 1 kA test surges. When subjected to the specified test surge in the specified mode, the surge suppressor shall receive a Suppressed

Voltage Rating and evaluated endurance rating as described in UL Subject 1449 announcement bulletin, dated 21 September 1994. The surge suppressor shall be capable of attenuating conducted radio frequency interference by at least 20 dB over a frequency range from 100 KHz to 1 MHz while supplying 120 volts, 15 amperes, 60 Hz single phase power to a resistive load with less than 0.5% harmonic distortion.

4. REGULATORY REQUIREMENTS

4.1 Recycled, recovered or environmentally preferable materials. Recycled, recovered or environmentally preferable materials should be used to the maximum extent possible, provided
that the material meets or exceeds the operational and maintenance requirements and promotes economically advantageous life cycle costs.

5. QUALITY ASSURANCE PROVISIONS

5.1 Product conformance. The products provided shall meet the salient characteristics of this commercial item description; conform to the producer's own drawings, specifications, standards, and quality assurance practices; and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance.

5.2 Acceptance. The offeror shall provide a copy of the UL 1449 "Listing/Classification Page" applicable to the model being offered. The "Listing/Classification Page" shall show the specified product type, 120 volts, single phase, the specified mode, and UL 1449 Suppressed Voltage Rating. The Listing page shall show adjunct Classification information, including the specified location category B combination surge test waveform, specified Suppressed Voltage Rating and specified endurance rating. Models will be considered acceptable when having a Suppressed Voltage Rating less than or equal to the specified Rating when subjected to a combination wave test surge greater than or equal to the magnitude specified.

6. PACKAGING

6.1 Packaging requirements. Unless otherwise specified (see 7.2), the surge suppressor will be packaged in accordance with the manufacturer's standard practices.
